To overcome this problem, Odoo Website Email Verification Module enables you to restrict these unverified accounts from creating an order on your Odoo website.

The module allows only verified emails to place orders from your website. Customers have to go through an email verification process. For that, the module sends token-based emails to the customers on signup. Email verification also becomes necessary for fraud prevention on your website.
